Frequently Asked Questions

Do I need a tank? Can I install the water line directly into my existing cistern?

It is a requirement of the Utility that subscribers install a minimum 200 imperial gallon above ground tank rated for potable water use. For more information you can reference the Subscriber Agreement. The drain line must be lower than the inlet line in case the subscriber's float system fails. The subscriber can flow water from their initial tank into their existing cistern provided they are meeting all requirements of Sask Public Health. The ideal service location is one that is accessible, all components are visible, easily inspected and repaired, and contained in a heated and properly maintained building.

Does the loan go on my taxes and does the debt go with the land if I sell it?

The loan is with the R44WP Utility, which is a separate entity from the RM of Snipe Lake, and as such loan payments will be made to the Utility. Unpaid water usage and capital charges can be added to the tax roll of the parcel as per The Municipalities Act. If the land is sold, the debt to the Utility will be attached to the land unless paid in full prior to the sale. The prospective new owner may apply to the utility board to assume the financing charges by entering into a new agreement in their name for the balance owing. If this situation might apply to you, please contact the Utility to discuss options prior to the land sale. Also note that there are no penalties for an early payout of the loan.
For those wishing to drop off cheques.
1. They should be payable to Rural 44 Water Pipeline Utility.
2. They can be mailed to Rural 44 Water Pipeline Utility - Box 308, Eston, SK S0L 1A0
3. They can also be placed in the side drop box (RM office, Eston, south side of building access door)

Thank you.

March 31, 2020 Deadline EXTENDED to April 30, 2020
Early in January 2020, all people who have expressed interest in the Rural 44 Water Project were mailed letter and an Account Summary to confirm that we are "on the same page" as to your participation. These letters were sent out to those who we understand to be currently interested; those who had previously been interested and had opted out etc. Information has changed quickly from our last public meeting in June and for that reason, we have included those who previously had opted out just in case some of the new decisions made a difference as to your participation. We want to ensure that all interested are included, as we are able, in this project.

After March 31, the final numbers and subscribers will form the basis of our 'map'. It is important that you fill out the form prior to the deadline. As well, there are financial obligations requested to confirm your participation. As you are going through the paperwork, please note that the dates listed in the letter are not consistent with the "agreement". The agreement (March 31 2020 installment, October 31 installment) is the correct information. The letter was prepared prior to a change in policy on the installment due dates. We apologize for this confusion. Please note the pdf listed below contains a correction re: the above.

We invite you to check here often for updates. I will eventually get the powerpoint information that has previously been presented linked here as well as copies of bylaws, agreement forms, financing agreements etc. as they are developed. Thanks for your patience.
